The panel has detected a short between earth ground (terminal 52) and circuit ground (terminals 1, 10, 20, 25).

Resolution Steps

Place a DC volt meter with ground on terminal 1 and positive on terminal 52. The meter should be continuously fluctuating between 0 and 2.5 volts. Remove and leave off field wiring from the panel until the meter reads in this range. You can also use Accu-Zone Troubleshooting (Mode 25) to determine the location.
